No, you only pay for running servers. Your consumption of compute resources stays to zero as long as no servers are powered on.

IMPORTANT: Beware that powering off (or deleting) a server keeps its associated volumes and reserved IP addresses up, for which you’ll be invoiced. Be careful to properly stop or remove these dependent resources to prevent any surprising over-consumption.
