昨天看到维也纳还能半价就上车了，速度一开始是不错，
但是3个人测试不到一小时，变成5m小水管（不排除是邻居搞事），
然后我就测速，结果变成5m，然后测了几次都是5m
、
（扶墙，wget都是差不多，wget由10m直降530kb）
然后我忍不住就发tk了，就问是不是限速（没用扶墙后。上行恢复到200m），结果就呵呵了，说我速度不错，我承认上行可以接受，但下行就呵呵了。。。本想着换邻居或者母鸡看看能不能改善下，结果不让换ip和机房然后关闭了tk，于是我忍无可忍有打开了tk，就问能不能push或者退款（逼不得已），结果2分钟就给我退款了，简直日狗了，买这么多鸡第一次退款。。。。

No, my download speed is very bad, need to re-create vps.
Perhaps in another server can change the status quo.

your speed is fine, and changing the IP will not change that.

Most people are tested with speedtest.net,
I used to buy vps with speedtest.net test is normal.
This seems to limit the speed.

download speed is dependent on the 3rd party server you are connecting to
