Hello,
Looks like the IP is blocked by 高墙. While the IP is on any other major block list (Spamhaus, Barracuda, 高墙 etc), the VPS stays fully operational. However you will not be able to migrate the VPS to a different datacenter until the block is removed.
Here is how to manually verify if your VPS IP is being blocked by the Great Firewall of China:
1. Navigate to http://port.ping.pe
2. Enter your VPS IP and SSH port in the top field, like this: 1.2.3.4:22222
3. Click 'Go'
The service will attempt to connect to your SSH port from multiple countries and in case of a banned IP will show that the port is closed when attempting from China (but not other countries).
*** Possible solutions ***
We found that generally 高墙 automatically removes the ban when it can no longer detect the 'prohibited' service for a few days to few weeks. The best solution in the case of a ban would be the complete removal of all service(s) that could trigger the ban and waiting for some time for the ban to be lifted.
Having said that, please do keep in mind that we do not have any control over 高墙, and we do not know much about how it works. It is our responsibility to make sure our hardware and network stay fully operational, and 高墙-related issues are out of scope of our competence.
